مدل های سنجش قدرت ملی؛ ارزیابی خطر جنگ قدرت های بزرگ در نقاط بحرانی
علیرغم پیشرفت های گسترده در حوزۀ نظریه پردازی و تبیین علل وقوع جنگ در طول نیمه دوم قرن بیستم، فهم ما از ریشه های بروز مناقشات و کشمکش های بین المللی همچنان در یک سطح مقدماتی باقی مانده است. در این میان نظریۀ «سیکل قدرت» در تلاش برای ارائۀ یک تبیین علّی شفاف و روشمند، در مقایسه با سایر رویکردهای مرتبط امیدواری هایی را در این زمینه پدید آورده است. این نظریه تصمیم گیری در مورد جنگ را در متن صعود و افول قدرت نسبی دولت ها قرار داده و تأثیر تغییرات غیرخطی بلندمدت یا نقاط بحرانی در قدرت نسبی یک دولت را بر گرایش آن به سوی جنگ های گسترده مورد سنجش قرار می دهد. بدین منظور پرسشی که مطرح می شود این است که «آیا بین وقوع این نقاط بحرانی در سیکل قدرت و وقوع جنگ میان قدرت های بزرگ ارتباط معناداری وجود دارد؟» بهعنوان پاسخی موقت فرضیه پژوهش این است که احتمال وقوع جنگ گسترده در طول دوره های بحرانی به دلیل شوک ناگهانی ناشی از دگرگونی در موازنۀ قدرت و نقش و حاکمیت فضای عدم اطمینان، سوءبرداشت و محاسبه اشتباه میان تصمیم گیرندگان، نسبت به سایر مواقع بیشتر است. به منظور آزمون گزارۀ فوق، قابلیت های نسبی قدرت های بزرگ با استفاده از داده های بهروز شده «پروژه همبستگی های جنگ» (COW)در طول دوره زمانی 1816-2012 و در قالب ارائه مدل جدیدی از سنجش قدرت ملی ارزیابی و زمانبندی نقاط بحرانی در چرخۀ قدرت هر کشور با وقوع جنگ بین قدرت های بزرگ مقایسه می شود. یافته ها از این فرض نظریه حمایت میکنند که احتمال وقوع جنگ گسترده در طول دوره های بحرانی نسبت به دوره های عادی بیشتر است.

ذهنیت و توسعه؛ تغییر پارادایم ذهنی و خیز اقتصادی چین
در دهه های اخیر تبیین های متفاوتی از خیز اقتصادیِ چین ارائه شده است. فصلِ مشترک این تبیین ها، بهرغم تفاوت های فراوان، این است که خیز اقتصادی چین از اواخر دهۀ ۱۹۷۰ و مشخصاً پس از روی کار آمدن «دنگ شیائوپینگ» رقم خورده است. با این حال، آنچه در این تبیین ها آغاز توسعه گراییِ چین تلقی شده، در واقع پایان فرایندی بلندمدت در تحول ذهنیتِ چینی بوده است. بهعبارت دیگر، ظهور ذهنیت توسعه گرا در چین را نباید از بستر تاریخی و فرایند تکوین آن منتزع کرد و آن را صرفاً به دهۀ 1970 و برخی اصلاحات نهادی یا ویژگی های شخصیتی دنگ شیائوپینگ نسبت داد. این مقاله با الهام از انقلابهای علمی «تامس کوهن» و وضعِ مفهومِ «پارادایم ذهنی» و با روش فرایندکاوی، به بررسی ویژگی ها و تحولات ذهنیتِ جمعیِ چینیها، بهویژه رهبران چین، در دو سدۀ اخیر پرداخته و نشان داده که رویکرد توسعه گرایانۀ رهبران چین در اواخر دهۀ ۱۹۷۰ در واقع از تغییر پارادایم ذهنیای سرچشمه میگیرد که ریشههای آن به تحولات سدۀ نوزدهم برمیگردد. این تغییر پارادایمِ ذهنی که ابتدا در میان روشنفکران و سپس در میان رهبران ملی گرای چین در نیمۀ نخست سدۀ بیستم نمودار شد از خلالِ نوعی وابستگی به مسیرِ ذهنی، برسازندۀ نوعی ذهنیت توسعهگرا در میان رهبران حزب کمونیست چین شد که هرچند در دورۀ «مائو» و تحت تأثیر فضای ایدئولوژیک حاکم راهی به توفیق نگشود، در اواخر دهۀ 1970 و به دنبال پدید آمدن فرصت های داخلی و خارجی و جابهجایی نخبگان، امکان موفقیت پیدا کرد.

رهبری سیاسی و بحران کرونا؛ مطالعۀ موردی آمریکا، هندوستان و آلمان
پس از اعلام رسمی وجود اولین موارد ابتلا به ویروس کوید-۱۹ در اواخر دسامبر سال ۲۰۱۹ در چین، طولی نکشید که این بیماری بهسرعت در اکثر کشورهای جهان شیوع پیدا کرد و جهان را در وضعیتی استثنایی قرار داد. دولتهای مختلف واکنشهای گوناگونی به این بحران دادهاند. نکته قابل توجه این است که متغیرهایی مانند نوع رژیم سیاسی، ساختار حکومت و ظرفیت دولتها نیز لزوماً ارتباط مستقیم و تعیینکنندهای با نحوه واکنش کشورها به این بحران و پیامدهای آن نداشته است. بهعنوان مثال تعداد قربانیان ناشی از این بیماری در کشورهای توسعهیافتهای مانند آمریکا، اسپانیا، بریتانیا و ایتالیا بسیار بالاتر از دیگر کشورهای با ظرفیتها و زیرساختهای محدودتر بوده است. براین اساس، پرسش اصلی ما این است که «علت رفتار متفاوت کشورهای مختلف در مقابل بحران همهگیری کرونا چیست؟». فرضیه این مقاله نیز این است که «در زمان بحران، مهمترین عامل در تعیین واکنش و اقدامات کشورها، رهبری سیاسی و شیوههای متفاوت معنابخشی اوست». این مقاله با بهکارگیری «مدل رهبری CIP» و تقسیم شیوههای رهبری و معنابخشی به کاریزماتیک، ایدئولوژیک و پراگماتیک و با مطالعه موردی تجربه کشورهای هندوستان، ایالاتمتحده آمریکا و آلمان، ضمن اثبات و تأئید فرضیه مقاله، به این نتیجه رسیده است که نوع رهبری پراگماتیک کارآمدی بیشتری در شرایط بحرانی اخیر داشته است.

پروژه سدسازی ترکیه؛ تهدیدات امنیتی برای غرب آسیا و جمهوری اسلامی ایران
ترکیه با آگاهی نسبت به تحولات آتی منابع آب و درگیریهای سیاسی احتمالی بر سر آن، از سال 1970 اقدام به اجرای پروژه عظیم سدسازی کرده است که بر اساس برآوردها، پنجمین طرح بزرگ سدسازی جهان بهشمار میآید. اجرای این پروژه تأثیراتی سوء بر اکوسیستم کشورهای همسایۀ ترکیه از جمله جمهوری اسلامی ایران، عراق و سوریه دارد و بدون درنظر گرفتن حقوق آبی دیگر کشورها و کنوانسیونهای بینالمللی انجام شده است. به همین دلیل مقاله حاضر، در پی پاسخگویی به این پرسش است که «پروژه سدسازی ترکیه موسوم به «گاپ» میتواند چه تهدیداتی برای منطقه و جمهوری اسلامی ایران داشته باشد؟». فرضیه مقاله متأثر از چهارچوب نظری مکتب «کپنهاک» حاکی از آن است که تداوم این وضعیت، جمهوری اسلامی ایران و منطقۀ غرب آسیا را با تهدیدات زیستمحیطی مواجه خواهد کرد که بر اساس تعاریف جدید امنیت و تهدید، به معضلات سیاسی و امنیتی ختم خواهد شد. در پژوهش حاضر با بررسی ابعاد پروژه گاپ و پیامدهای آن بر کشورهای ایران، عراق و سوریه، پیشنهاد شده است با استناد به کنوانسیونهای بینالمللی در زمینه آبراهههای بینالمللی و همچنین با هماهنگ کردن اقدامات حقوقی و سیاسی منطقهای علیه این پروژه، این وضعیت بحرانی مدیریت شود. روش این پژوهش، توصیفی _ تبیینی و مبتنی بر منابع کتابخانه ای است.

خیزش مجدد ناسیونالیسم عربی _ عراقی در عراق (2003-2020)
هژمونی گفتمان اسلام گرایی سیاسی بعد از سال 2003، منازعات فرقه ای و ظهور داعش در سال 2014، از عواملی بوده اند که باعث کم توجهی به تأثیرات «ناسیونالیسم عربی _عراقی» در عرصه سیاسی عراق جدید شده اند، اما ناسیونالیسم عربی _عراقی، ریشه دیرینی در تاریخ مدرن عراق دارد و تا سال 2003، در قالب مدل های مختلف، گفتمانی مسلط در صحنه سیاسی بوده است. تأثیرات این گفتمان سیاسی، از اشغال عراق تا به امروز نیز، امری مشهود بوده است. این تأثیرگذاری را می توان در پیروزی برخی از نیروهای سیاسی ناسیونالیست سکولار و مذهبی در انتخابات ها، گفتار سیاسی رهبران سیاسی و تلاش آن ها جهت متوازن سازی روابط عراق با کشورهای دیگر ملاحظه کرد. مقاله حاضر، نه تنها به دو گفتمان اصلی ناسیونالیستی در تاریخ عراق مدرن پرداخته، بلکه نقش مهم این ایدئولوژی را بعد از سال 2003 کاوش کرده است. به نظر می رسد، با توجه به ناکارآمدی نیروهای سیاسی مسلط بر صحنه سیاسی در این دو دهه و چالش های متعددی که پیشروی حکمرانی باثبات و دموکراتیک در این کشور قرار دارد، توسل به گفتمان ناسیونالیستی و نقش آن در بسیج سیاسی در آینده بیش از پیش افزایش یابد.

نظم سرمایهداری پستمدرن و ظهور موج پنجم تروریسم؛ تحلیل موردی داعش و بوکوحرام
تروریسم را می توان از جمله مهمترین و جدیترین تهدیدات امنیتی عصر جدید دانست که صلح بینالملل را به مخاطره می اندازد. تروریسم در روند تحولی خود، با پشت سر گذاشتن امواج آنارشیستی، ناسیونالیستی و چپ جدید به موج پنجم خود تحت عنوان تروریسم رادیکال ورود پیدا کرده است که شکل نوینی از تروریسم را ارائه میکند. مقاله حاضر در پی پاسخ به چیستی ماهیت موج پنجم تروریسم و شناخت بنیانهای نظم سرمایهداری پستمدرن در این موج است. در پاسخ به این پرسش، موج پنجم تروریسم، واکنشی به نظم سرمایهداری پستمدرن تبیین شده که واجد مؤلفه هایی همچون گسترش دامنه جغرافیایی، تشدید کنش های تروریستی و تقابل با وجوه سرمایهدارانه نظم موجود است. تروریسم نوین با ویژگیهایی همچون شبکهای، ذهنی و غیرسرزمینی بودن به مراتب خطرناکتر از امواج پیشین تروریسم است. بر همین اساس، درک تحول در مفهوم تروریسم و چیستی تروریسم جدید، هدف اصلی پژوهش حاضر را تشکیل میدهد. برای آزمون فرضیه، دو گروه تروریستی مهمی که در قالب تعاریف موجود از موج پنجم تروریسم ظهور کردهاند از جمله داعش و بوکوحرام با استفاده از رویکرد تحلیل مقایسه ای مورد بررسی قرار گرفتهاند.
