تقابل آمریکا و چین در ابتکار کمربند و راه و بررسی نقش ایران
در سالهای اخیر تقابل آمریکا و چین شکل نمایانتری به خود گرفته است؛ بهطوریکه دو کشور در مناطق مختلف جهان و در عرصههای گوناگون سیاسی، ژئوپلیتیک، اقتصادی و امنیتی با یکدیگر مواجه هستند. یکی از عرصههای تقابل آمریکا و چین، ابتکار کمربند و راه چین است که اجرای آن چین را به قدرتی برتر در خشکی تبدیل خواهد کرد. این پژوهش به دنبال بررسی نقش ایران در تقابل آمریکا و چین بوده و پرداختن به این موضوع از آن جهت اهمیت داشته است که ایران بخشی از مسیر ابتکار کمربند و راه است و مناسبات هر دو طرف تقابل یعنی آمریکا و چین با ایران از جهاتی منحصربهفرد است: آمریکا در تقابل با ایران و چین در تعامل با ایران. پرسش اصلی پژوهش عبارت بوده است از اینکه «نقش ایران در تقابل آمریکا و چین ذیل ابتکار کمربند و راه چیست؟» این پژوهش با استفاده از دادههای اسنادی - کتابخانهای و مصاحبه نخبگانی غیرساختمند و با رویکردی توصیفی - تحلیلی انجام شده و فرایند دستیابی به پاسخی برای پرسش اصلی، از طریق تبیین تقابل آمریکا و چین و سپس بررسی همراهی یا عدم همراهی ایران با طرفهای تقابل بوده است. دستاورد این پژوهش، تبیین نقش و تأثیر ایران در تقابل آمریکا و چین در ابتکار کمربند و راه بوده و در پایان نتیجهگیری شده است که حضور ایران بهعنوان عاملی موازنهساز باعث سنگینی کفه تقابل به سود چین خواهد بود.

راهبرد ترکیبی؛ دستور کار گازی اتحادیه اروپا در قبال روسیه
با بررسی بازار انرژی گاز جهانی میتوان دریافت که اتحادیه اروپا همواره یکی از بزرگترین مصرفکنندههای جهان است؛ اما سطوح عملیاتی و تاکتیکی بازار داخلی این اتحادیه دچار تغییر و تحول شده است. راهبرد نهادهای اروپایی از دهه 1950 به بعد بر پایه رویکرد بازارها و نهادها قرار داشته که آزادسازی بازار انرژی و تمرکز بیشتر بر شرکتها و بازیگران خصوصی را سرلوحه کار خود قرار داده بود؛ اما پس از سال 2000 گرایش اتحادیه اروپا به راهبرد مناطق و امپراتوریها مشاهده شد که تلاش داشت با سیاستهای جانبدارانه، موقعیت خود را در قبال تولیدکنندگان بزرگی نظیر روسیه به سطح جهانی ارتقا بخشد. پرسش اصلی پژوهش پیش رو این بوده که «اتحادیه اروپا در قبال استیلای گاز روسیه در منطقه اروپا چه راهبردی خواهد داشت؟» و این فرضیه در نظر گرفته شد است که با توجه به نواقص و کاستیهای استراتژی بازارها و نهادها، اتحادیه اروپا به رویکرد استراتژیک مناطق و امپراتوری گرایش یافته است و همزمان یک راهبرد ترکیبی را برای توازنبخشی با قدرت انرژی روسیه در بازار انرژی جهانی به کار میگیرد. این مقاله تلاش کرده است با روشی توصیفی و تحلیلی ضمن برشمردن ویژگیهای دو راهبرد یادشده، سطوح عملیاتی و تاکتیکی انرژی اتحادیه اروپا در قبال روسیه را بهطور مفصل بررسی کند.

همکاریهای چین و روسیه؛ تحلیلی از منظر تئوری انتقال قدرت
نظم بین المللی لیبرال که بهعنوان نظم مبتنی بر هنجارهای غربی و یا نظم ایجاد شده بهوسیله ایالاتمتحده آمریکا شناخته می شود بعد از جنگ جهانی دوم ایجاد شده و با فروپاشی اتحاد جماهیر شوروی تقویت شد. با وجود این مهم ترین چالشی که این نظم درطی سال های گذشته با آن روبهرو بوده است رشد دولت های نوظهوری مانند چین و روسیه است که مخالف سلطه غرب و بهویژه آمریکا بوده و به دنبال بهرهمندی از فرصت های اصلاح در نظم بین المللی هستند. در مقایسه با چین، روسیه نگاه تجدیدنظرطلبانه ای به ساختار نظم بین المللی داشته و چالش های بیشتری را ایجاد می کند. ایده اصلی مطرح شده در این مورد حاکی از این است که اگر چه روسیه به تنهایی قادر به مقابله با غرب و ایالاتمتحده آمریکا نیست، حمایت سایر قدرت های بزرگ و بهویژه چین، روسیه را به ایجاد چالش برای نظم لیبرالی ترغیب می کند. بنابراین پرسش اصلی پژوهش به این موضوع می پردازد که چه عواملی باعث می شود چین از چالش های ایجاد شده بهوسیلۀ روسیه برای نظم لیبرالی و هژمونی ایالاتمتحده آمریکا حمایت کند. بهعنوان پاسخی احتمالی، این پژوهش استدلال می کند چالش های روسیه از سه جهت برای چین حائز اهمیت است. نخست، چالش های روسیه چین را از مواجهه مستقیم با ایالاتمتحده آمریکا دور و در عین حال توجهات را از رشد پکن منحرف می کند؛ دوم، چشمانداز ارائه شده از سوی روسیه در تضاد با خواسته های چین نیست و در بسیاری از موارد تأمینکننده منافع آن است و در نهایت تضعیف هسته آنگلو - آمریکایی نظم لیبرال که می تواند به تضعیف هژمونی ایالاتمتحده منجر شود، چین را به همکاری و چالشگری روسیه ترغیب می کند. روش پژوهش در این مطالعه توصیفی - تحلیلی است.

تحول راهبرد پایگاهی آمریکا: مطالعه موردی منطقه غرب آسیا (2015-2021)
آمریکا با اعلام اولویت راهبردی جدیدی مبنی بر رقابت با قدرتهای بزرگ و بهویژه چین، در راهبرد خود تغییر ایجاد کرده است و با تمرکز بر افزایش حضور در شرق آسیا، به دنبال بهینهسازی حضور خود در سرتاسر جهان است. غرب آسیا نیز از این امر مستثنا نبوده است و کاهش و تغییر نوع حضور نیروهای آمریکایی در منطقه، بهخصوص در افغانستان و تعطیلی سه پایگاه آمریکا در قطر و انتقال آنها به اردن، همگی نشان از تغییر دارند؛ بر این اساس پرسش اصلی پژوهش حاضر این بود که «تغییر اولویتهای راهبردی آمریکا، چه تأثیری بر راهبرد پایگاهی این کشور در منطقه غرب آسیا خواهد داشت؟» این پژوهش با بهرهگیری از روش توصیفی- تحلیلی نشان داده است که آمریکا به سمت پایگاههای نظامی کوچک و نامتمرکز و تقویت رویکرد «موازنه فراساحل» در حرکت است و در حضور خود بر ابزارهای غیرنظامی، تقویت توان بازدارندگی شرکا و متحدان (بهخصوص توان موشکی) و همچنین شبکهسازی امکانات و ظرفیتهای خود و استفاده از فناوریهای روز تأکید بیشتری خواهد داشت. علاوه بر آن آمریکا به دنبال استفاده از مدلی هیبریدی از پایگاههای خود در منطقه غرب آسیا بوده است. این مدل شامل ترکیبی از پایگاههای سنتی آمریکا که در اختیار کشورهای میزباناند، برخی پایگاههای سنتیِ در کنترل آمریکا و برخی پایگاههای جدید بوده است که افزایش تابآوری، چندمنظوره بودن، تأکید بر کارکرد آموزشی، شبکهسازی و ارتباطات، نامتمرکز و کوچک بودن، توزیع جغرافیایی گستردهتر از مهمترین عناصر جدید در نگاه به این پایگاههای نظامی است.

ظرفیتسنجی شکلگیری رژیم امنیتی مبتنی بر «چانهزنی نهادی» در مذاکرات جمهوری اسلامی ایران و عربستان سعودی
پس از یک دوره نسبتاً طولانی از بحران در روابط جمهوری اسلامی ایران و عربستان بهعنوان مهمترین قدرتهای منطقه غرب آسیا، از اوایل 1400، دور جدیدی از مذاکرات بین دو کشور آغاز شد که در آن پرسشهایی را در زمینه ماهیت، اهداف و دورنما (نتایج) مطرح ساخته است. پژوهش حاضر در پی پاسخ به این پرسش بوده است که «موفقیت مذاکرات و برقراری روابط مستحکم و پایدار بین جمهوری اسلامی ایران و عربستان سعودی، با اتکا بر چه الگویی قابل دستیابی بوده و چه دورنمایی برای آن قابل تصور خواهد بود؟» برای پاسخ به این سؤال با استفاده از روش توصیفی- تحلیلی، این فرضیه ارائه شده است که «بهمنظور موفقیتآمیز بودن مذاکرات میان جمهوری اسلامی ایران و عربستان سعودی (بهعنوان نمایندگان دو بلوک و محور قدرت) و برقراری و تثبیت روابط مستحکم و پایدار دو کشور در آینده، خروجی مذاکرات میباید، شکلگیری یک «رژیم امنیتی» میان جمهوری اسلامی ایران و عربستان سعودی بر اساس مدل چانهزنی نهادی باشد»؛ بنابراین رژیم امنیتی تشکیلشده میان جمهوری اسلامی ایران و عربستان سعودی که باید خروجی و ماحصل مذاکرات باشد، حول نوعی عدمقطعیت امنیتی- اقتصادی شکل گرفته و دو کشور در مناسبات امنیتی- اقتصادی خود اصول، هنجارها، قواعد و رویههای تصمیمگیری خاصی را حاکم و بر اساس آن عمل کردهاند تا «عدمقطعیت» موجود برای آنان به حداقل کاهش یابد و درجهای از نظم و پیشبینیپذیری بر مناسبات امنیتی- اقتصادی آنان حاکم شود.

مقایسه تحلیلی رویکرد باراک اوباما و دونالد ترامپ نسبت به رژیمهای بینالمللی محیط زیستی با تأکید بر سنتهای سیاست خارجی آمریکا
هدف اصلی این مقاله بررسی رویکرد سیاست خارجی باراک اوباما و دونالد ترامپ نسبت به رژیمهای بینالمللی محیط زیستی در چارچوب سنتهای سیاست خارجی آمریکا بوده است. مطابق با این هدف، پرسشهای پژوهش عبارت بودند از اینکه؛ بر اساس هریک از سنتهای تفکر سیاست خارجی، رویکرد آمریکا نسبت به نهادها و رژیمهای بینالمللی و نقش جهانی این کشور چگونه تعریف میشود؟ رئیس جمهور اوباما و ترامپ در قالب کدامیک از سنتهای سیاست خارجی قرار میگیرند و با توجه به سنت سیاست خارجی هر یک از دو رئیس جمهور، مهمترین تفاوتها و شباهتهای رویکرد سیاست خارجی آن دو نسبت به رژیمهای بینالمللی محیط زیستی چیست؟ در پاسخ به این پرسشها، یافتههای پژوهش نشان داد که در زمینه رویکرد سیاست خارجی این دو رئیس جمهور نسبت به رژیمهای بینالمللی محیط زیستی، میتوان به سه تفاوت مهم اشاره کرد: نخست، تفاوت در برجسته کردن یا نادیده گرفتن مسائل محیط زیستی توسط آن دو در اسناد امنیت ملی آمریکا؛ دوم، تفاوت در نوع سیاست اتخاذی و اقدامات عملی دو رئیس جمهور در قبال رژیمهای بینالمللی محیط زیستی (سیاست پایبندی در مقابل سیاست خروج)؛ سوم، تفاوت در نوع بازنمایی اهمیت مسائل و رژیمهای محیط زیستی در کنشهای گفتاری دو رئیس جمهور. این پژوهش تحلیلی- مقایسهای و شیوه گردآوری اطلاعات در آن از طریق منابع اسنادی و دادههای مجازی بوده است.

الگوی کارآمدسازی سیستمی؛ گذار از محیط تقابلی به سیاست خارجی فرکتال تعاملمحورانه منطقهای (نمونه مطالعاتی: جمهوری اسلامی ایران)
کارآمدسازی از جمله مؤلفههای راهبردی برای توانمندسازی نظام و سیستم سیاسی است که در بُعد کلان و غایت نهایی خود موجب ایجاد یک نظم واحد و سازمانیافته سیستمی در یک محیط بینظم و آشوبمحور میشود. در حوزه سیاست خارجی، کشورها همواره در تلاش هستند تا با کارآمدسازی کنشگری منطقهای و بینالمللی بر ضریب نفوذ و قدرت اثرگذاری خود در مناطق پیرامونی و غیر پیرامونی بیفزایند و یک مدل و الگوی کارآمد بهحساب آیند. بهطور کلی در محیطهای پرآشوب که تنشهای مختلف به یک سیستم تصمیمگیر وارد میشود؛ پیگیری یک سیاست خارجی داهیانه که بتواند به خنثیسازی این ورودیها اقدام نماید و به مدیریت دگرگونیهای سیستمی بپردازد از اهمیت راهبردی برخوردار است. در منطقه خاورمیانه به دلیل ژنگان (کدهای ژئوپلیتیکی) تعارضی و ورودیهای آشوبطلب به سیستم موجود و در اصل یک محیط پردازششده همراه با تعارض و تقابل، پیگیری سیاست خارجی هوشمندانه از الزامات و بایستههای دولتها بهحساب میآید. بر این اساس پرسش اصلی پژوهش حاضر این بوده است که «جمهوری اسلامی ایران در محیط منطقهای خود برای گذار از یک نظم تقابلی به یک بستر تعاملی و فرکتال (نظمساز) باید چه مسیری را طی کند؟» در پاسخ به این پرسش، با استفاده از روش توصیفی – تحلیلی، این فرضیه مطرح شده است که ضرورت دارد جمهوری اسلامی ایران در جهت پارادایم تغییر، نوعی کنشگری کارآمد را در قرن جدید در چنین منطقهای اجرا کند. یافتههای پژوهش نشان داده است که الگوی سیاست خارجی منطقهای ایران بهمنظور کارآمدسازی سیستمی - منطقهای باید مدل سیاست خارجی (نظمساز) تعاملی باشد.
