سطوح همکاری، رقابت و منازعه در مناسبات ژئوپلیتیکی و ژئواکونومیکی بین ایران و هند

چکیده

کشور هند به‌عنوان یک واقعیت پایدار با مجموعه ویژگی‌های ژئوپلیتیکی سرزمینی، قومی، مذهبی، فرهنگی و اقتصادی تعریف مشخصی در منافع ملی ایران و جایگاه خاصی در سیاست خارجی ایران دارد. روابط ایران و هند از دیرباز تحت تأثیر عوامل ژئوپلیتیکی قرار داشته است، در این راستا پژوهش حاضر به بررسی روابط ژئوپلیتیکی دو کشور ایران و هند و دلایل شکست این دو کشور در ایجاد یک همکاری استراتژیک پرداخته است. با توجه به نزدیکی جغرافیایی و موقعیت ژئوپلیتیکی ایران و هند،‌ دو کشور در سطح منطقه‌ از منافع مشترک زیادی برخوردارند. از آنجایی که نیاز روزافزون هند به انرژی بر کسی پوشیده نیست، برای تأمین بلندمدت انرژی خود، به ایران در جایگاه مهم‌ترین تأمین‌کننده انرژی می‌نگرد. ایران نیز قدرتمند شدن هند را در راستای سیاست دنیای چندقطبی و مخالفت با یک‌جانبه‌گرایی آمریکا می‌داند و آن را در چهارچوب منافع ملی خود ارزیابی می‌کند. هند در جنوب ایران و بندر چابهار نیز حضور گسترده‌ای دارد که مهم‌ترین زمینه این همکاری وجود منافع انرژی این کشور در خلیج‌فارس است. در ‌این ‌میان، موضوعات چالش‌برانگیزی نیز در روابط ایران و هند وجود دارد؛ مانند نزدیکی هند به ایالات متحده آمریکا و همگام شدن با این کشور در پی تحریم‌های آمریکا علیه ایران، ملاقات مقامات سطح بالای هندی با کشورهای حوزه خلیج‌فارس به‌ویژه امارات متحده عربی، بحرین و قطر که باعث شده رابطه دو کشور هند و ایران به دلیل چالش‌های منطقه‌ای ایران در این حوزه، به‌خوبی پیش نرود.

چکیده [English]

India has a definite role in Iran’s national interests and a special status in Iran’s foreign policy as a permanent reality with a set of geopolitical, territorial, ethnic, religious, cultural and economic features. Iran-India relations have long been influenced by geopolitical factors, in this regard, the present study examines the geopolitical relations between Iran and India and the reasons for the failure of these two countries to establish a strategic partnership.
Given the geopolitical proximity and geopolitical position of Iran and India, it seems that they have many common interest at the regional level. India whose growing energy needs are not covered for anyone, is looking to Iran for its long term energy supply as a major supplier of energy. Iran also considers India’s strength to be in line with the policy of the multipolar world and the opposition to US unilateralism, and it assesses it in the framework of its national interest. India has a large and significant presence in southern Iran and the CHABAHAR port, that is the most important area of India’s cooperation with Iran, the CHABAHAR port and the energy benefits of this country in the Persian Gulf. Meanwhile, there are also challenging issues in Iran-India relations, such as India’s proximity to the united states and its continued alignment with US sanctions against Iran, high ranking Indian officials meeting with the Gulf states, in particular the united Arab, Emirates, Bahrain and Qatar, which has caused the relationship between the two countries of Iran and India not to go well because of the regional challenges that Iran is involved with in this area.
