سیاست خارجی مصر از مرسی تا سیسی: تغییر درون پارادایمی

چکیده

هدف از این مقاله بررسی مبانی و ابعاد نوین سیاست خارجی مصر در دورۀ «عبدالفتاح السیسی» است. مصر در دورۀ پس از «مبارک» تحولاتی گسترده در سطوح داخلی و سیاست خارجی تجربه کرد. با سرنگونی «محمد مُرسی» و روی کار آمدن نخستین رئیس جمهور منتخب در تاریخ مصر، این کشور وارد مرحلۀ نوینی در سطوح داخلی و خارجی شد. از آنجا که سیاست خارجی تداوم سیاست داخلی مصر بوده، توجه سیسی به سیاست و روابط خارجی و به‌ویژه پیشبرد برخی تغییرات در آن اهمیت داشته است. با توجه به مسئله مقاله، یعنی «تغییرات و آورده‌‌های سیسی در سیاست خارجی مصر»، پرسش مقاله بر «چرایی و سطح وقوع تغییر در سیاست خارجی مصر در دورۀ سیسی» متمرکز بوده است. بنا بر فرضیۀ اولیۀ مقاله، تغییر سیاست خارجی حاصل تحوّل جهان‌بینی نخبگان حاکم بر مصر- در گذار از مرسی به سیسی - و منافع صنفی متناظر با آن است؛ تغییری که نه در سطح پارادایم حاکم بر سیاست خارجی، بلکه درون پارادایم یادشده رخ داده است. در این مقاله برای تبیین علل تغییرات در سیاست خارجی مصر در دورۀ سیسی و نیز سطح آن از روش «تحلیل علّی پس‌‌رویدادی» استفاده شده است. افزون بر این روش، در بحث و توضیح روایت‌‌های جدید سیاست خارجی مصر در دورۀ سیسی، از تحلیل گفتمان استفاده شده و محدوده زمانی پژوهش دورۀ پس از کودتای 2013 مصر بوده است.

The purpose of this article is to examine the new foundations and dimensions of Egyptian foreign policy during the era of Abdel Fattah al-Sisi. In the post-Mubarak era, Egypt witnessed sweeping domestic and foreign policy developments. With the overthrow of Mohamed Morsi, the first elected president in Egyptian history, the country entered a new phase at the domestic and foreign policy levels. As foreign policy has been and continues to be a continuation of Egypt’s domestic politics, al-Sisi’s views on foreign policy and the way he is changing it is important internally as well. The question of the paper is focused on why and the level of change in Egyptian foreign policy during the Sisi era. I hypothize that changes in Egypt’s foreign policy is the result of the different worldviews of its ruling elites- which has drastically changed from Morsi to Sisi- and their corresponding corporate interests. Still, I argue that this change was not paradigmic. Methodologically, I use causal analysis as well as discourse analysis to explain changes in Sisi’s foreign policy. The research period covers the post-coup period in Egypt.
