راهبرد سیاست خارجی نسل سنتی رهبران عرب و رویکرد آن‌ها نسبت به جمهوری اسلامی ایران‌

چکیده

در این مقاله راهبرد سیاست خارجی رهبران سنتی عرب در سه کشور «عربستان سعودی»، «امارات متحده عربی» و «مصر» مورد مطالعه قرار گرفت و با خوانش سیاست‌گزاری خارجی آنها ویژگی‌هایی مانند؛ سیاست عدم تقابل با ایران، وابستگی اقتصادی به کشورهای غربی، غرب‌گرایی و به رسمیت نشناختن اسرائیل مورد واکاوی قرار گرفت. با این اوصاف، پژوهش حاضر در پی پاسخ‌گویی به این پرسش اساسی است که راهبرد سیاست خارجی رهبران سنتی عرب، چگونه بود و آن‌ها چه رویکردی را نسبت به ایران اتخاذ می‌کردند؟ راهبرد رهبران سنتی عرب نسبت به سیاست خارجی مبتنی بر واقع گرایی تدافعی بوده است. با اتخاذ این راهبرد رهبران عرب با در پیش گرفتن سیاست صبر و انتظار از رفتارهای هزینه ساز و شتابزده نسبت به منازعات منطقه‌ای پرهیز می‌کردند. آنها در قبال جمهوری اسلامی ایران نیز رویکرد محافظه‌کارانه را به رویارویی و تقابل ترجیح می‌دادند. در این مقاله، از نظریه «تصمیم گیری جیمز روزنا » و «رئالیسم تدافعی» به عنوان چارچوب نظریه تلفیقی بهره گرفته‌شده و روش تحقیق توصیفی-تحلیلی است و برای گردآوری داده-ها از روش کتابخانه‌ای-اسنادی استفاده شده است. یافته‌های پژوهش حاضر نشان می‌دهد که رهبران سنتی عرب بر خلاف نسل جدید، در سیاست خارجی راهبردی محافظه کارانه و تدافعی را دنبال می‌کردند و رویکردشان نسبت به ایران مبتنی بر سیاست صبر و انتظار و به دور از تقابل و تهاجم بود.

This article discusses the foreign policy strategy of traditional Arab leaders in the three countries of "Saudi Arabia", "UAE" and "Egypt" and by reading their foreign policy, features such as the policy of non-confrontation with Iran, economic dependence on Western countries; Westernization and non-recognition of Israel were examined. However, the present study seeks to answer the fundamental question of the traditional Arab leaders' foreign policy strategy and what approach they took towards Iran? The strategy of traditional Arab leaders towards foreign policy has been based on defensive realism. By adopting this strategy, Arab leaders avoided costly and impulsive behaviors towards regional conflicts by pursuing a policy of patience and anticipation. They also followed a conservative approach to the Islamic Republic of Iran, far from confrontation. In this article, James Rosena's theory of decision making and defensive realism have been used as a framework of integrated theory, and the research method is descriptive-analytical. The library-documentary way has been used to collect data. The present study's findings show that traditional Arab leaders, unlike the new generation, pursued a conservative and defensive strategy in foreign policy, and their approach to Iran was based on a policy of patience and avoidance of confrontation and aggression.
