اعراب و انتخاب در شرایط موازنه تهدید؛ تهدید انگاری ایران و عادی‌سازی روابط با اسرائیل

چکیده

عادی‌سازی مناسبات اعراب و اسرائیل یکی از پیچیده‌ترین مسائل در منطقه خاورمیانه است که با قدرت‌های بزرگ و اکثر کشورهای منطقه پیوند دارد. یکی از کشورهایی که در فرآیند عادی‌سازی روابط اسرائیل و اعراب به شدت مورد تهدید قرار می‌گیرد، ایران است. از زمان شکل‌گیری خاورمیانه نوین بعد از جنگ جهانی دوم اعراب پیوسته با دو تهدید عمده و اصلی مواجه بوده‌اند؛ نخست، تهدید ناشی از شکل‌گیری کشور مستقل یهودی در سرزمین‌های عربی و دوم، ایران انقلابی شیعی که علاقمند به صدور ایده ها و انگاره‌های خود به جهان عرب بوده است. این مقاله با طرح این پرسش که چرا اعراب در شرایط احساس تهدید از هر دو تحول فوق، به سمت عادی‌سازی مناسبات خود با اسرائیل حرکت کرده‌اند؟ با اتکا به روش توصیفی-تحلیلی و بهره گیری از رویکرد موازنه تهدید معتقد است صرف افزایش نقش منطقه ای ایران منجر به همکاری اعراب و اسراییل نشده است بلکه کشورهای عربی و اسراییل با درک تهدید مشترک ناشی از افزایش قدرت ایران، از طریق عادی‌سازی روابط به دنبال ایجاد موازنه در برابر این کشور هستند. یافته های این پژوهش نشان می دهند که در این فرایند از دید اعراب تهدیدهای ناشی از افزایش قدرت ایران علیه اعراب رو به تزاید بوده و در مقابل تهدیدهای اسراییل روندی کاهشی داشته است و در نتیجه با توجه به تزاید تهدید مشترک همزمان ایران برای اعراب و اسرائیل عادی‌سازی مناسبات میان آن‌ها رخ داده است.

چکیده [English]

Normalizing relations between Arabs and Israel is the on of the most complicated issues in the Middle East that is connected with the great powers and most of countries in the region. Iran is one of the countries that is severly threatened in the process of normalization of relations between Israel and the Arabs. Since the formation of the modern Middle East after second World War, the Arabs continuesly had confronted with two major threat; first, threat of creation of independent Jewish country in the Arabs territories and the second, threat of shiite reveloutionary Iran that has tended to export its ideas and concepts to the Arab world. The main question of the article is the why the Arabs have proceded to normalization of their relations with Israel while they feel threatened by both of above developments? This article with focus on descriptive-explanative method and using a threat balance approach argues that the main reason of the normalization of relations, on the one hand can be found in continiously increasing level of Iran s threat against the Arabs and in the other hand, in the decrease in severity of Israel s threats against them. As a result, the normalization of relations between them has occurred due to Iran s simultaneous threat to the Arabs and Israel.
