In this regard, the US Congress, as one of the most important pillars of the power structure through legislation and oversight, has played an undeniable role in US foreign policy towards Iran over the past forty years. The purpose of this article is to review the actions of the 116th US Congress towards Iran and its role in US foreign policy. Studies show that the 116th Congress, under the widespread influence of the Zionist lobby, has organized numerous legislative and monitoring activities against the Islamic Republic of Iran and the control of its elements of power, including nuclear and missile capabilities and regional power. However, in the second year of its actions, with the escalation of tensions in the region, especially after the assassination of general Soleimani and the Iranian missile attack on the Ain al-Assad base, Congress focused on controlling the Trump administration's belligerent policies to prevent a military strike against the Islamic Republic. The most significant actions of the One Hundred and sixeenth Congress, including a joint bill and resolution, have been taken in this regard. It seems that despite the Trump administration's countermeasures to neutralize the resolution passed by Congress, the activities of the 116th Congress have been one of the most effective factors in preventing a full-scale war against Iran.}, keywords = {US Congress,US foreign policy,Islamic Republic of Iran,legislation,Oversight}, title_fa = {بررسی فعالیت‌های کنگره 116 و نقش آن در سیاست خارجی آمریکا در قبال ایران}, abstract_fa = {تقابل‌های جمهوری اسلامی ایران و آمریکا پس از انقلاب اسلامی دارای فراز و فرودهای فراوانی بوده که در دهه پنجم انقلاب با به قدرت رسیدن دولت ترامپ تشدید شد. در همین راستا کنگره آمریکا به‌عنوان یکی از مهم‌ترین ارکان ساختار قدرت از طریق قانون‌گذاری و نظارت نقش غیرقابل انکاری را در سیاست خارجی آمریکا در قبال ایران در طی چهل سال اخیر ایفا کرده است. هدف این مقاله بررسی اقدامات یکصدوشانزدهمین کنگره ایالات‌متحده آمریکا در قبال جمهوری اسلامی ایران و نقش آن در سیاست خارجی آمریکا است. بررسی‌های انجام شده حکایت از آن دارد که کنگره یکصدوشانزدهم تحت تأثیر نفوذ گسترده لابی‌های صهیونیستی فعالیت‌های تقنینی و نظارتی فراوانی را علیه جمهوری اسلامی ایران و کنترل عناصر قدرت آن از جمله توانایی‌های هسته‌ای و موشکی و قدرت منطقه‌ای ساماندهی کرد. با این وجود اقدامات کنگره در سال دوم فعالیت آن با اوج‌گیری تنش‌ها در منطقه به ویژه پس از ترور سردار سلیمانی و حمله موشکی ایران به پایگاه عین الاسد، به کنترل سیاست‌های جنگ افروزانه دولت ترامپ با هدف پیشگیری از حمله نظامی علیه جمهوری اسلامی ایران معطوف گردید. شاخص‌ترین اقدامات کنگره یکصدوشانزدهم اعم از یک لایحه و قطعنامه مشترک در همین رابطه انجام پذیرفته است. به نظر می‌رسد با وجود اقدامات متقابل دولت ترامپ برای بی‌اثر کردن قطعنامه مصوب کنگره، فعالیت‌های کنگره یکصدوشانزدهم یکی از مؤلفه‌های مؤثر در پیشگیری از ایجاد یک جنگ تمام عیار علیه ایران بوده است.}, keywords_fa = {کنگره ایالات متحده,سیاست خارجی آمریکا,جمهوری اسلامی ایران,قانون گذاری,نظارت}, url = {https://frqjournal.csr.ir/article_126215.html}, eprint = {https://frqjournal.csr.ir/article_126215_d8f925989113400798a231c11fd66e30.pdf} }
