چالش‌های اساسی در گذار از نظم نوین جهانی: فرا یک‌جانبه‌گرایی و ظهور چین در نقش قدرت جدید

چکیده

«نظم نوین جهانی» دوره‌ای در موازنه قدرت و باور ایدئولوژیکی است که تحقق نظم نوین جهانی را از طریق فهم، شناسایی و رفع مشکلات جهانی، فراتر از توان واحدهای ملی میسر می‌داند. این اصطلاح به اصول «ویلسون»، «جورج هربرت واکر بوش» و «گورباچف» برای نظم پس از جنگ جهانی دوم بازمی‌گردد. فرا یک‌جانبه‌گرایی گذار از این نظم نوین جهانی است. مسئله اصلی این است که به دلیل بروز منازعات میان قدرت‌های بزرگ مدعی رهبری جهان در عصر حاضر، از جمله آمریکا و چین، نظم نوین کنونی فاقد مشروعیت و نهادهای کارآمد برای رفع موانع تکوین ساختارهای نظام حکومتی جهانی است. پژوهش حاضر درصدد بوده است که عمده‌ترین چالش‌های عبور از نظم نوین جهانی به سمت گذار از یک‌جانبه‌گرایی را تبیین نماید. با این فرض که عبور از نظم نوین جهانی، ترجمان فرا یک‌جانبه‌گرایی و ظهور قدرت‌های جهانی بوده، فرضیه قابل پردازش این است که چالش‌های گذار از یک‌جانبه‌گرایی ریشه در دوگانگی ساختار نظام بین‌الملل، بروز دیدگاه مبتنی بر گذار از نظام وستفالیایی و قواعد و موانع امنیتی و ایدئولوژیکی داشته باشد. یافته‌های پژوهش بیانگر جاه‌طلبی رو به افزایش قدرت‌های بزرگ، تضعیف چشمگیر نقش ایالات متحده آمریکا در نظام بین‌الملل، تکوین قدرت‌های جدید اقتصادی و سیاسی و عبور از نظام تک‌قطبی بوده است.

چکیده [English]

New world order is an epoch including eminent changes in political thought and balance of power, which is related in ideological believes to allow global governance process by attempting to recognize, realize and solve its problems out of each individual capacity in nation- state domain. This term refers to postworld war II order based on the George H. W. Bush and Gorbachev principles. The main question is the leading role of great powers, e.g. USA and China, for systemic conflicts in recent world has made the new order to face a lack of necessary and effective institutions to overcome problems and remove obstacles of global structures and legitimacy elements. In this article, I am trying to have a survey on the main challenges of transiting from the new world order toward unilateralism. Regarding this assumption that transiting from this new world order is equal to post-unilateralism and the rise of recent global powers, It seems that post-unilateralism challenges originates from duality in global system structure, post- westphalia order viewpoints as long as the rules and obstacles on ideological and security points. The findings show a rising ambitiousness of great powers, weakening the USA uncontested leading role, rising new politico-economic powers and post-uni polar system transition.
