الگوی کارآمد‌سازی سیستمی؛ گذار از محیط تقابلی به سیاست خارجی فرکتال تعامل‌محورانه منطقه‌ای (نمونه مطالعاتی: جمهوری اسلامی ایران)

چکیده

کار‌آمدسازی از جمله مؤلفه‌های راهبردی برای توانمند‌سازی نظام و سیستم سیاسی است که در بُعد کلان و غایت نهایی خود موجب ایجاد یک نظم واحد و سازمان‌یافته سیستمی در یک محیط بی‌نظم و آشوب‌‌محور می‌شود. در حوزه سیاست خارجی، کشور‌ها همواره در تلاش هستند تا با کارآمد‌سازی کنشگری‌ منطقه‌ای و بین‌المللی بر ضریب نفوذ و قدرت اثر‌گذاری خود در مناطق پیرامونی و غیر پیرامونی بیفزایند و یک مدل و الگوی کارآمد به‌حساب آیند. به‌طور کلی در محیط‌های پر‌آشوب که تنش‌های مختلف به یک سیستم تصمیم‌‌گیر وارد می‌شود؛ پیگیری یک سیاست‌ خارجی داهیانه که بتواند به خنثی‌سازی این ورودی‌ها اقدام نماید و به مدیریت دگرگونی‌های سیستمی بپردازد از اهمیت راهبردی برخوردار است. در منطقه خاورمیانه به دلیل ژنگان (کدهای ژئوپلیتیکی) تعارضی و ورودی‌های آشوب‌طلب به سیستم موجود و در اصل یک محیط پردازش‌شده همراه با تعارض و تقابل، پیگیری سیاست خارجی هوشمندانه از الزامات و بایسته‌های دولت‌ها به‌حساب می‌آید. بر این اساس پرسش اصلی پژوهش حاضر این بوده است که «جمهوری اسلامی ایران در محیط منطقه‌ای خود برای گذار از یک نظم تقابلی به یک بستر تعاملی و فرکتال (نظم‌‌ساز) باید چه مسیری را طی کند؟» در پاسخ به این پرسش، با استفاده از روش توصیفی – تحلیلی، این فرضیه مطرح ‌شده است که ضرورت دارد جمهوری اسلامی ایران در جهت پارادایم تغییر، نوعی کنشگری کارآمد را در قرن جدید در چنین منطقه‌ای اجرا کند. یافته‌های پژوهش نشان داده است که الگوی سیاست خارجی منطقه‌ای ایران به‌منظور کارآمد‌سازی سیستمی - منطقه‌ای باید مدل سیاست خارجی (نظم‌‌ساز) تعاملی باشد.

Efficiency is one of the strategic components in order to empower the political system and system, which in its macro and final dimension creates a unified and organized systemic order in a chaotic and chaotic environment. In the field of foreign policy, countries are always trying to be considered as an efficient model by modeling their influence and influence in regional and non-peripheral regions by streamlining regional and international activities. Basically, in turbulent environments where various stressful inputs enter a decision-making system, pursuing an ingenious foreign policy that can neutralize these inputs and manage systemic transformations is of strategic importance. In the Middle East, due to the conflict and chaotic inputs to the existing system and basically a processed environment with conflict and the pursuit of an intelligent foreign policy, the requirements and requirements of a government are taken into account. To this end, the main question of the present study is what path should the Islamic Republic of Iran take in its regional environment to transition from a confrontational order to an interactive and fractal platform? In response to this question, the hypothesis has been raised that it is necessary for the Islamic Republic of Iran to implement an effective type of activism in the new century in such a region in order to change the paradigm. Findings show that the foreign policy model of Iran's regions in order to systemic-regional efficiency of the fractal foreign policy model should be interactive.
