موازنه سازی چارچوبی تحلیلی برای تبیین رفتار سیاست خارجی اسرائیل در برابر جمهوری اسلامی ایران در بازه زمانی 2012 تا 2022

چکیده

به‌دنبال لشگرکشی ایالات متحده به افغانستان در 7 اکتبر2001 و تهاجم به عراق در20مارس2003 و حذف طالبان و صدام، جمهوری اسلامی ایران با اتکا به مولفه‌هایی نظیر 1)ارتقای روزافزون توان‌مندی‌های نظامی(بالأخص در بخش موشک و پهپاد)، 2)طراحی یک برنامه منطقه‌ای جهت حمایت از متحدان(محور مقاومت) و 3)پیگیری برنامه صلح‌آمیز هسته‌ای، خود را در قامت یک قدرت منطقه‌ای مطرح ساخت. هم‌زمان اسرائیل تضعیف مولفه‌های قدرت جمهوری اسلامی ایران را در دستور کار خود قرار داد. بنابراین این پژوهش در پی پاسخ به این سوال اصلی که «اسرائیل در بازه زمانی 2012 تا 2022 از موازنه-سازی در قبال جمهوری اسلامی ایران به‌عنوان یک رفتار سیاست خارجی چه اهدافی را دنبال نموده است؟»، این فرضیه را ارائه می‌دهد که «اسرائیل به‌واسطه موازنه‌سازی که یک استراتژی یا رفتار دولتی است، می‌کوشد در راستای: 1)افزایش توان-مندی‌های خود؛ و 2)تضعیف توان‌مندی‌های جمهوری اسلامی ایران به‌منظور الف)هم‌سطح(برابر) شدن با توان‌مندی‌های جمهوری اسلامی ایران و/یا ب)کسب طیف بهتری از نتایج گام بردارد». در این راستا هفت شیوه موازنه‌سازی اسرائیل در برابر جمهوری اسلامی ایران شامل تشکیل ائتلاف منطقه‌ای(پیمان ابراهیم)، تلاش در راستای تشکیل ائتلاف دفاع هوایی منطقه-ای، دیپلماسی درهم‌تنیده، موازنه‌سازی نیابتی، استراتژی ایجاد شکاف‌[یا گوه‌‌ای]، ممانعت سرزمینی و اقدام پنهان مورد بررسی قرار می‌گیرد. هدف این پژوهش استخراج یک الگوی منسجم به‌منظور تحلیل رفتار سیاست خارجی اسرائیل در بازه زمانی 2012 تا 2022 می‌باشد. از این‌رو، در این پژوهش مفهوم موازنه‌سازی به‌منظور تحلیل رفتار سیاست خارجی اسرائیل انتخاب گردیده است. این پژوهش از نوع توصیفی-تحلیلی می‌باشد. دادههای مربوطه از منابع وب‌محور(اینترنتی) و کتاب-خانه‌ای استخراج و گردآوری گردیده است.

چکیده [English]

Following the US invasion of Afghanistan on October 7, 2001 and the invasion of Iraq on March 20, 2003 and the elimination of the Taliban and Saddam, the Islamic Republic of Iran, relying on components such as 1) increasing military capabilities, (especially in the missiles and drones sector), 2) designing a regional program to support allies (axis of resistance) and 3) pursuing a peaceful nuclear program, presented itself as a regional power. At the same time, Israel put the weakening of the power components of the Islamic Republic of Iran on its agenda. Therefore, the main question is "What goals has Israel pursued in the period of 2012 to 2022 from balancing towards the Islamic Republic of Iran as a foreign policy behavior?", it presents the hypothesis that "Israel Through balancing, which is a government strategy or behavior, it tries to: 1) increase its capabilities; and 2) Weakening the capabilities of the Islamic Republic of Iran in order to a) to match or offset with the capabilities of the Islamic Republic of Iran and/or b) take steps to obtain a better range of results. The aim of this research is to extract a coherent model in order to analyze the behavior of Israel's foreign policy in the period of 2012 to 2022. Therefore, in this research, the concept of balancing has been chosen in order to analyze Israel's foreign policy behavior. This research is descriptive-analytical. Relevant data has been collected from internet and library sources.
