چکیده
گذار از نظم دو قطبی در جنگ سرد و طی شدن دوران گذار در نظام بین الملل که همراه با تلاش ایالات متحده آمریکا به منظور پی افکندن نظم تک قطبی بود، اکنون نوید دوران جدیدی را می دهد که در آینده ای نزدیک شرایط نظم جهانی نوینی را ترسیم خواهد کرد. در این شرایط ایران به عنوان یکی از بازیگران کلیدی در غرب آسیا، نیازمند یک طرح راهبردی و جامع در مواجهه با این نظم نوین است. بنابراین با توجه به مجموعه این تحولات و چالش ها و فرصت های پیش روی، این پرسش اساسی مطرح می گردد که راهکار مناسب برای ایران به منظور مواجهه با نظم نوین جهانی باید چه ویژگی هایی داشته و برخوردار از چه عناصری باشد؟ در پاسخ این فرضیه مطرح می شود که‌ راهکار و طرح راهبردی مناسب برای ایران در مواجهه با نظم نوین جهانی باید یک طرح تعامل گرایِ تعادل گرایِ چندوجهی با امکان استفاده از فرصت ها و ظرفیت های مختلف در شرق و غرب و به ویژه در منطقه خود باشد. به عنوان نمونه در زمینه نظامی و امنیتی با شرق، در زمینه تکنولوژیک با غرب و در زمینه ایجاد بلوک اقتصادی و امنیتی با منطقه تمرکز نماید. اینکه نیاز است تمامی و یا بخشی از راهبردهای پیشنهادی در این مسیر پررنگ تر باشد، بستگی به شرایط وقوع و تحقق نظم مزبور دارد. با این وجود نیاز است تمامی ظرفیت های لازم بر اساس طرح راهبردی پیشنهادی فعال گردد. رویکرد این پژوهش توصیفی – تحلیلی، روش آن کیفی و شیوه گردآوری اطلاعات به صورت کتابخانه ای است.

چکیده English

The passing of the bipolar order in the Cold War and the passing of the transition period in the international system, which was accompanied by the effort of the United States of America to establish a unipolar order, now promises a new era which will outline the conditions of the world order in the near future. In this situation, Iran, as one of the key players in West Asia, needs a strategic and comprehensive plan to face this new order. Therefore, according to the set of developments and challenges and opportunities ahead, the basic question is raised that what should be the proper solution for Iran in order to face the new world order and what elements should it have? The temporary answer to this question is as follows: A suitable solution and strategic plan for Iran in facing the new world order should be a multifaceted, interactive, balanced plan with the possibility of using different opportunities and capacities in the East and West, and especially in its own region. For example, focus on the military and security field with the East, on the technological field with the West, and on creating an economic and security block with the region. The need for all or part of the proposed strategies to be bolder in this direction depends on the conditions of occurrence and realization of the mentioned order. However, it is necessary to activate all the necessary capacities based on the proposed strategic plan. The approach of this research is descriptive-analytical, its method is qualitative and library collection method.
