سیاست انحصارطلبی انرژی روسیه و راهبرد ژئوانرژی اتحادیه اروپا در آسیای مرکزی

چکیده

در پیش گرفتن رویکرد انزواگرایی روسیه بعد از فروپاشی اتحاد جماهیر شوروی باعث افزایش دامنه نفوذ غرب به حیات خلوت این کشور شده است. این امر کشور روسیه را برآن داشته است تا با ابزارهای مختلف به مقابله با این نفوذ برخیزد. ازجمله ابزارهای مورد توجه مسکو می‌توان به انحصارطلبی اشاره کرد. چنانچه این کشور تلاش دارد که انحصار انتقال انرژی این منطقه به بازارهای بین‌المللی در جهت تأمین منافع و وابستگی بیشتر اتحادیه اروپا را در اختیار خود داشته باشد. لذا این پژوه در راستای پاسخ به این سوال برآمده است که راهبرد اتحادیه اروپا در قبال انحصارطلبی تولید و انتقال انرژی آسیای مرکزی به وسیله روسیه چه خواهد بود. فرضیه مطرح شده چنین بیان می‌دارد که اتحادیه اروپا به منظور خارج کردن انحصار انرژی مسکو درآسیای مرکزی ، در صدد سرمایه‌گذاری در میادین انرژی این کشور و همچنین ایجاد یک همگرایی اقتصادی-سیاسی در این منطقه می‌باشد. روش پژوهش در این مقاله از نوع توصیفی تبیینی و اطلاعات لازم به شیوه کتابخانه‌ای جمع‌آوری گردیده است.

چکیده [English]

.Russia's isolationist approach since the collapse of the Soviet Union has increased Western influence in the country's private life. This has prompted Russia to use various means to counter this influence. One of Moscow's most notable instruments is monopoly. If the country is trying to monopolize the transfer of energy in this region to international markets in order to secure the interests and greater dependence of the European Union. Therefore, this researcher has come to answer the question of what will be the strategy of the European Union in the face of the monopoly of production and transfer of energy in Central Asia by Russia. The hypothesis suggests that the European Union is seeking to invest in its energy fields in order to break Moscow's energy monopoly in Central Asia, as well as to create an economic-political convergence in the region. The research method in this article is descriptive-explanatory and the necessary information has been collected in a library method.
